Your Wisconsin Taxpayer Bill of Rights is pretty boring.  But, the DOR’s website has some very useful information you can use to resolve your back taxes with the State.

WI-DOR Monthly Payment Plan

Installment Agreement General Information

  • You may be able to set up your payment plan by completing form A-771 and sending it to:
    • Central Compliance Section
       Wisconsin Department of Revenue
       PO Box 8901
       Madison, WI 53708-8901
  • You may also be able to set up monthly payments of 12 months or less using the DOR website.
  • You may be able to get more than 12 months to pay back the taxes by submitting financial information/documents that support your inability to pay the debt quicker.
  • There’s a $20 fee for setting up a payment plan to pay your back taxes and collection fees ranging from 6.5% to 15%.
  • If you take advantage of a monthly payment plan to pay your back taxes over time, you become liable for interest of 18% per year.
  • Expect a tax warrant or tax lien to be filed.

State of Wisconsin Offer in Compromise

Petition for Compromise General Information

  • You can expect the WI-DOR to review your Petition within about 90 days of receiving it.
  • You will be expected to pay the Offer amount within 10 days of acceptance, unless you have negotiated a payment schedule.
  • The State has the right to review the account within 3 years from the date of acceptance.  If they find that your circumstances have improved and now have the ability to full pay, you may be required to attend a hearing for further determination and you may be responsible for full payment.
  • If your Petition is rejected, you can ask for a second review by requesting it in writing.

Penalty Relief

Penalty relief doesn’t come up much on the WI-DOR website.  No mention of Penalty Waivers or Abatements.  However, you may Appeal a Negligence Penalty and Late Filing Fee.
